The fence has a folding frame with an inner part constituted of bars made up of iron or aluminum or wood. The frame is fixed under a balcony or a terrace of an apartment located at the upper stage or is folded when it is open. Two jacks fixed on the frame and ceiling of the balcony permit the frame to descend on a handrail of the balcony or inversely in front of windows.
