The device has a ring (10) with a cylindrical wall (9) extending along a cylindrical wall (2a) of a chamber (2) to define an inner space (16) and a peripheral channel (13) in the chamber. Orifices (17) provided on the wall (9) between discharge ends (4, 6) form a stator vane to guide fluid stream into the space. Another orifice provided on the wall (9) permits a downstream channel (5) to communicate with a paddle wheel (7) in the space.
