The device has a deck (4) with a central cavity (5) at its deck line. A base of the cavity is coupled with the base of a hull (1). A rear side of the cavity base is pierced with an opening (7) through which air and water passes. The cavity is closed by a panel (8) provided with a vent (9) to freely circulate air for permitting the cavity to be filled with water when a boat is at stop and to be emptied when the boat is under way.
