The device has a sub assembly comprising a support creel on which a thread reel is mounted. A cylinder is provided for producing a cable (37) from the threads, where the device is associated, in the outlet of the cylinder, to a multifunctional module (5). The module has a gutter like body (51), opened upward, receiving the cable, and walls comprising cutting slits (510) and cutting and welding slits (511). The slits (510, 511) alternate to perform a cutting operation followed by cutting and welding operations on the cable to form strands (9) of a predetermined length.
