A mould 16 is provided having side walls 18 and a mould face 24 with a pattern 22 of sealing protrusions on face 24 which define a plurality of sites to receive inclusion members such as bricks, the protrusions 22 acting to seal and retain the bricks against surface 24 so that a matrix such as concrete can be poured into the mould, and when cured, can be removed as a concrete panel having bricks embedded so as to resemble a brick wall. A release film, e.g. "cling film" 74 may line the mould, and reinforcement may be present in the concrete. Also claimed are a mould and a finished block.
