PPROBLEM TO BE SOLVED: To provide an operational speed control program, an operational speed control device and an operational speed control method, capable of performing general operational speed control for an arithmetic circuit. PSOLUTION: The operational speed control program makes a computer execute operational speed control of the arithmetic circuit, as at least one arithmetic circuit (VLD/IQ section 11, IDCT section 12, MC section 13), having at least one of buffers 10a, 10b, 10c, 10d provided on at least either side of the input and output sides thereof, and makes the computer execute a buffer state acquisition step of acquiring the state of a buffer affected by the processing state of the arithmetic circuit as a buffer state value, and an operational speed parameter setting step of setting an operational speed parameter as a parameter affecting the operational speed of the arithmetic circuit based on the buffer state value acquired by the buffer state acquisition step.
