PROBLEM TO BE SOLVED: To distribute non-response incoming information to a user terminal in a user desirable form.;SOLUTION: This system notifies the corresponding mobile-phone terminal 201 of character-based non-response incoming information to the effect that no response comes for an incoming call at the incoming mobile-phone terminal 201. This system produces non-response transmission information for describing the phone number of a call to the incoming mobile-phone terminal 201 and the non-response incoming information and sending them to the mobile-phone terminal.
