PPROBLEM TO BE SOLVED: To provide an economical running control device and an economical running control method capable of accurately determining whether economical running can be executed or not even before the detection of a start charge rate. PSOLUTION: When engine stop conditions are satisfied, it is determined whether a start charge rate SOC-b has been detected or not (step 102), and it is determined whether a batter condition during parking is satisfactory or not if the charge rate SOC-b has not been detected. Economical running is inhibited when the battery condition during parking is not satisfactory and economical running is permitted for a predetermined time when the battery condition during parking is satisfactory (step 101-106). On the other hand, if the charge rate SOC-b has been detected, economical running is permitted when the charge rate SOC-b is larger than a predetermined value Ao, and economical running is inhibited when the charge rate SOC-b is smaller than the predetermined value Ao (step 107-109).
