PROBLEM TO BE SOLVED: To cool live fish into a hibernation state without causing any damage on its surface and to supply a proper amount of oxygen to the live fish in the hibernation state in thawing for efficiently conveying a great amount of live fish without deterioration of the taste and for allowing measurement of an accurate usage amount by a flow rate.;SOLUTION: A production device 10 is provided with a seawater storage tank 1, a bubble generator 2, an ice maker 3, a seawater ice storage tank 4, and a discharge device 5. The seawater storage tank 1 stores acquired seawater. The bubble generator 2 introduces a predetermined amount of oxygen bubbles into the seawater inside the seawater storage tank 1. The ice maker 3 makes sherbet ice from the seawater containing the introduced oxygen bubbles. The seawater ice storage tank 4 stores slurry of the seawater ice and seawater by stirring and mixing the seawater ice made by the ice maker 3 and seawater together.
