PPROBLEM TO BE SOLVED: To calculate an opening command of a valve without using a pressure sensor or the like in a fuel cell operation system. PSOLUTION: FC current control in the fuel cell operation system can be considered by roughly classifying to two parts. The first half executes a total air feeding amount calculating process 120, an FC air calculating process 122, and a bypass air calculating process 126. They are executed by using a stoichiometric-amount-of-air map 110, a pumping hydrogen amount map, or the like. The latter half is a part finding a control valve opening command value 142 and a bypass valve opening command value 144 or the like base on the calculated FC air amount and the bypass air amount. Here, a control valve opening map 114 or the like is used. When generated electric power is output from the fuel cell stack by these command values, an actual FC current value is compared with the FC current command value, and control valve opening is corrected, based on its deviation.
