PROBLEM TO BE SOLVED: To provide a raising seedling sheet preventing withering or growth inhibition caused by cutting or injuring roots and provide a raising seedling pot; and to provide a method for producing a seedling-planted pot and a method for raising seedlings.;SOLUTION: The raising seedling sheet 12 is made of biodegradable material, wherein soil 13 is put on one surface 12a having a plurality of projecting rows parallel to one another, the roots 2 of a seedling 1 are placed on the soil 13 along a projecting-raw direction, the raising seedling sheet 12 is cylindrically rolled with a central focus on an axis parallel to the projecting rows so as to put the one surface 12a inside to be fixed, and the edge part of the raising seedling sheet 12 appearing at the side surface of the cylinder is fixed to block off one end opening 11a at the tip end side of the roots 2 of a cylindrical seedling 1.
