PROBLEM TO BE SOLVED: To provide a technique for optimizing a combination of the thickness of a skin plate and the size of a honeycomb core while satisfying a necessary design condition, which permits a product weight to be lightened by effectively conducting a shape design, although a FRP honeycomb sandwich panel is an effective means when the top of an opening of a water treatment installation is constructed by employing a cover of flat type plate.;SOLUTION: A flexural rigidity is set according to an elastic modulus, a thickness and a setting distance of the skin plate 21 after necessary specifications are analyzed. A compression strength is set according to a wall thickness of the honeycomb core 22. The thickness of a FRP honeycomb sandwich panel is regulated to 30 mm, 35 mm, 50 mm and 75 mm and is capable of effectively designing a shape by setting a thickness of the skin plate 21.
