PROBLEM TO BE SOLVED: To provide a illegal use prevention system for a commutation ticket capable of preventing illegal action such as payback conversion in cash of a commutation ticket, and to provide a window terminal, a base station, and also to provide a illegal use prevention method for a commutation ticket.;SOLUTION: The illegal use prevention system S a commutation ticket is composed of a commutation ticket C, a portable telephone 1, an examination gate apparatus 3, and a window terminal 4. Portable telephone number information is previously recorded in the commutation ticket C. The window terminal 4 inquires a base station BS2 near to a commutation ticket repayment window 21 whether the positional information of the portable telephone number information of the commutation ticket C read out by a commutation ticket reading means has been already registered or not. A checked result whether the positional information has been registered or not is received from the base station BS2.
