PPROBLEM TO BE SOLVED: To provide an unusual behavior automatic reporting device and a system using it for automatically making a cellular phone make transmission for quickly reporting the occurrence of an unusual behavior to a parent and the like in sensing the unusual behavior. PSOLUTION: A device 1 is provided with an action sensing means sensing the action of a user carrying it, an unusual behavior determination means determining whether the action is unusual one or not according to a previously registered unusual action determination procedure, and an automatic report means making automatic transmission from the cellular phone 3 if the action is determined as an unusual one for reporting the occurrence of the unusual action to a previously registered contact destination.
