PPROBLEM TO BE SOLVED: To conquer a defect that a portion of high-resolution format or low-resolution format images is not used for encoding if the high-resolution format is not associated with the low-resolution format by dyadic transformation. PSOLUTION: In a hierarchical encoding method, decimation processing is carried out according to a factor different from an even value and further corresponds to a quotient of horizontal or vertical dimensions of first and second formats such that a low frequency picture thus obtained relative to a low frequency subband signals corresponds to the second format. In a decoding method, over sampling processing is carried out according to a factor different from an even value and corresponds to a quotient of the horizontal or vertical dimensions of the first and second formats.
