PROBLEM TO BE SOLVED: To provide a treatment agent and a treatment method which enable the economical and reliable decrease of the elution amount of fluorine from fluorine-contaminated soil to 0.8 mg/L or lower, which is a soil environmental standard, by a simple work without causing a secondary environmental pollution.;SOLUTION: As the treatment agent for insolubilizing fluorine in the fluorine-contaminated soil, calcium hydrogen phosphate dihydrate or granular particles of calcium hydrogen phosphate dihydrate suspended in water for activating the particle surfaces are employed.;COPYRIGHT: (C)2007,JPO&INPIT
