PROBLEM TO BE SOLVED: To realize a structure hardly affected by thermal expansion/contraction of a hub 4 or an encoder 12a, accompanying the temperature change in the measurement of moment or axial load.;SOLUTION: Through-holes 14a and 14a inclined in one direction are formed in the encoder 12 provided concentrically with the hub 4. Detection parts of a pair of sensors 17c and 17c, supported to an outer ring 3 via a cover 15 are faced with the outer circumferential surface upper end portion and the lower end portion of the encoder 12a. A computing element which has received the detection signals of both the sensors 17c and 17d determines the inclination between the central axis of the outer wheel 3 and the central axis of the hub 4, based on the phase difference between both the detection signals. Furthermore, the computing element finds the moment and the axial load.
