PROBLEM TO BE SOLVED: To provide an effluent rate regulating device of a regulating reservoir and the regulating reservoir by which a need for a large-scale movable part or an electric control device is eliminated, and effluent can be made at a substantially allowable effluent rate irrespective of fluctuation of the water level.;SOLUTION: The effluent rate regulating device 2 of the regulating reservoir 1 comprises a movable plate 21 placed at an effluence port 15 of the regulating reservoir 1, a float 29 floating on the rain water reserved in the regulating reservoir 1, and a balance pole 28 and a power transmission pole 26 connecting the float 29 with the movable plate 21 directly or by the intermediary of a power transmission mechanism. The power transmission mechanism is a driving-side pinion connected to the power transmission pole 26 and a driven-side rack placed at the movable plate 21, or an eccentricity cam abutting on the movable plate 21. Further, the effluence port 15 has a rectangular shape in cross section, and a side of the movable plate 21 forms a curved line, whereby a rate of change in an opening area of the effluence port 15 accompanied by translation or rotation of the movable plate 21 becomes smaller as the opening area of the effluence port 15 is reduced.;COPYRIGHT: (C)2007,JPO&INPIT
