PROBLEM TO BE SOLVED: To provide a novel in-frame prediction coding control technique which reduces flickering without the need for generating a decoding signal in the case of using the in-frame prediction coding to code a video image.;SOLUTION: The region of the image where the flickering is easily detected, is estimated to control a prediction mode and a prediction block size of the region of the image where the flickering is easily detected, so that the variation of a prediction signal is suppressed to reduce the flickering. In addition, the technology applies fine quantization to regions wherein the flickering is conspicuous to reduce a quantization error thereby reducing the flickering. Through the configuration above, since the technique suppresses the flickering without the need for the decoding signal of coding finished intra-frames, the technique suppresses the flickering in a form of suppressing the arithmetic cost and eliminating the need for a memory for storing the decoding signal.;COPYRIGHT: (C)2007,JPO&INPIT
