PPROBLEM TO BE SOLVED: To reduce traffic with a management object network in a network failure diagnostic device for specifying failure, based on the causal relation of failure to be generated in a network and an event showing the signs of failure. PSOLUTION: A causal relation table 104 stores the causal relation of a failure and an event, and a monitor event selecting part 105 refers to the causal relation table 104 to extract the irreducible necessary event for specifying the failure, and to set it as a monitor event. An acquisition event selecting part 107 selects the event from the causal relation table 104 based on the latest failure candidate, and sets priority to each selected event in an order for efficiently specifying the failure; and an event acquiring part 102 requests the events in the order of the set priority order; an event receiving pat 103 receives the events responded to the request; and a failure deciding part 108 narrows down the candidates of failure, based on the successively received events.
