PROBLEM TO BE SOLVED: To fill in a short time by using a larger diameter plug of 140 mm which prevents dust from entering from the periphery of a nozzle by a top plate sheet with a large diameter piece mouth, discharge dust especially in an inner bag to the outside by the mounting method for the top plate sheet with the large diameter, and use by inserting from the mouth plug of closed metal drum with the diameter 140 mm mouth plug by the inner bag with the piece mouth along with enabling filling with safety.;SOLUTION: The top plate sheet with the large diameter piece mouth is used for the opened metal drum provided with the top plate with the large diameter external screw large plug.
