PPROBLEM TO BE SOLVED: To provide a risk evaluation system or the like for a hydraulic power generation plant allowing rapid and high-accuracy acquisition of a result of risk evaluation reflected in a maintenance plan when drafting the maintenance plan for the hydraulic power generation plant without imposing a burden to a worker. PSOLUTION: This risk evaluation system for the hydraulic power generation plant adopting an RBM (Risk-Based Maintenance) technique has: first storage means each provided in each piece of equipment in the hydraulic power generation plant, storing information about each item related to a past fault situation, and a use situation or the like; a second storage means storing information or the like about items related to a power generation hindrance and an overflow stream accompanying a fault of the equipment; a first processing means finding a level value of 'likelihood of a fault' that is a first parameter of the RBM in each piece the equipment on the basis of the information of the first storage means; a second processing means finding a level value of 'magnitude of the effect when the fault occurs' that is a second parameter of the RBM on the basis of the information of the second storage means; and a third processing means finding risk of each piece of the equipment on the basis of the two kinds of the level values.
