PPROBLEM TO BE SOLVED: To remove unburned carbons contained in fly ash stably and economically. PSOLUTION: In a hybrid mixer 2, the fly ash, water, and a collector are mixed, and at the same time, stirred, by which a shearing force is given. Thus, a slurry where a surface modification of the unburned carbon is carried out is produced in a short time.
