PROBLEM TO BE SOLVED: To use incineration ash as a byproduct capable of being sufficiently used as a material of cement but not waste and to obtain a solidified product not leaking a harmful substance by using incilneration ash containing harmful heavy metals left after the incineration of general waste refuse, sewage sludge, sludge or industrial waste heretofore difficult to use. ;SOLUTION: Cobalt chloride, ferrous chloride, aluminum chlolide, ethylenediamine, wood vinegar and/or metal catalytsts contained in incineration ash and a solvent are added to PCB in PCB waste to subject PCB to alkali treatment to decompose the same into sodium biphenyl and sodium chloride and, if necessary, sodium biphenyl is hydrolyzed to biphenyl. The solvent is methanol and/or diethyl ether. After the decomposition by alkali treatment, the decomposed product is solidified by an incineration ash type solidifying agent. The incineration ash type solidifying agent is prepared by adding Portland cement to incineration ash and heating the resulting mixture in a rotary kiln and grinding the heated mixture to obtain a fine powder.;COPYRIGHT: (C)1998,JPO
