PPROBLEM TO BE SOLVED: To provide a nuclear constant producing device of nuclear fuel, capable of creating accurate nuclear constant by applying continuous energy Monte Carlo method to finite device, and to provide a core-design device capable of core design with high reliability by using the accurate nuclear constant. PSOLUTION: The nuclear constant creating system 10 comprises a recording medium 11, an input/output device 12 connected with the recording medium 11, an arithmetic device 13 connected with the recording medium 11 by way of the input/output device 12 and a calculated result recording device 14 connected to the arithmetic device 13. A core design system 20 comprises a nuclear constant creating device 10, a recording medium 21, an input/output device 22 equipped with the recording medium 21, an arithmetic device 23 connected with the recording medium 21 by way of the input/output device 22, and a calculated result recording device 24 connected with the arithmetic device 23.
