PROBLEM TO BE SOLVED: To provide a toner concentration measuring device capable of accurately measuring toner concentration even in use of a liquid developer of high toner concentration, to provide a wet type developing device, and an image forming apparatus, and to further provide a toner charging amount measuring device capable of easily measuring a toner charging amount.;SOLUTION: The toner concentration measuring device measures the toner concentration of liquid developer composed of toner particles and carrier. In the toner concentration measuring device, a liquid developer is disposed between a pair of opposite electrodes. After a voltage is applied between the pair of electrodes, a quantity of light passed between the pair of electrodes is detected.
