PROBLEM TO BE SOLVED: To provide a filter design method, filter design system, and filter design program for designing a filter having a desired amplitude characteristic and group delay characteristic, which can perform a filter design in consideration of the amplitude characteristic and group delay characteristic.;SOLUTION: When designing a filter having the amplitude characteristic and group delay characteristic corresponding to a desired filter factor, this filter design method updates the filter factor so that the amplitude characteristic approximates a previously set range and updates the filter factor so that the group delay characteristic approximates the previously set range. The update of the filter factor is repeated.
