PPROBLEM TO BE SOLVED: To predict the indicating state at that point in time when the vehicle under travel passes a forward traffic indicator. PSOLUTION: The traffic indicator for indicating the travel/stop of the vehicle comprises a traffic indicator specification section 42a for specifying the traffic indicator disposed on the extension of a travel route, a pass time predicting section 42b for predicting the time when the vehicle passes the traffic indicator specified by the traffic indicator specification section 42a, a schedule information acquisition section 42c for acquiring schedule information for changing the indication of the traffic indicator specified by the traffic indicator specification section 42a, a prediction result output section 42d for predicting the travel/stop indicating state of the traffic indicator specified by the traffic indicator specification section 42a based on the time predicted by the pass time predicting section 42b and the schedule information acquired by the schedule information acquisition section 42c and outputting the prediction result.
