PPROBLEM TO BE SOLVED: To remove quickly a pressure difference between a primary system and a secondary system, when a pressure balance between the primary system and the secondary system is disordered. PSOLUTION: A secondary system gas circulation passage is equipped with a heat exchanger inside pipe 21 for circulating secondary system gas in an intermediate heat exchanger; a secondary system inlet pipe 24 connected to the heat exchanger inside pipe 21, allowing the secondary system gas to flow into the intermediate heat exchanger 2; and a secondary system outlet pipe 22 connected to the heat exchanger inside pipe 21, allowing the secondary system gas to flow out of the intermediate heat exchanger 2. The secondary system inlet pipe 24 is provided with a low-temperature isolation valve 31, and the secondary system outlet pipe 22 is provided with a high-temperature isolation valve 30, and either of the secondary system outlet pipe 22 and the secondary system inlet pipe 24 is connected to a pressure adjusting device 32 adjusting the pressure of the secondary system gas circulating in the intermediate heat exchanger, when the high-temperature isolation valve 30 and the low-temperature isolation valve 31 are operated.
