PPROBLEM TO BE SOLVED: To provide a hydrogen circulating pump which can prevent hydrogen concentration in a motor chamber from reaching the level of an explosive atmosphere and which can manufacture the motor chamber without considering tolerance with respect to hydrogen gas as well as a fuel cell system using the hydrogen circulating pump. PSOLUTION: The hydrogen circulating pump P which composes a hydrogen circulating pathway of the fuel cell system is provided with a pump section 31 which transfers hydrogen gas by rotation of a driving rotor 55 and a driven rotor 56 and a drive section 32 comprising an electric motor M installed inside a motor chamber 38 and rotatably driving a drive shaft 46. The hydrogen circulating pump P is also provided with a lip seal 48 which restrains the hydrogen gas from leaking from a pump chamber 35 along the drive shaft 46. The motor chamber 38 is provided with an inlet 32a introducing exhaust gas emitted from the oxygen electrode side of the fuel cell into the motor chamber 38 and an exhaust outlet 32b for exhausting the exhaust gas introduced in the motor chamber 38.
