PROBLEM TO BE SOLVED: To provide a soft magnetic steel having excellent magnetic properties in a high magnetic field and excellent machinability, and to provide a soft magnetic steel component having excellent magnetic properties in a high magnetic field.;SOLUTION: The soft magnetic steel having excellent magnetic properties in a high magnetic field and machinability satisfies a prescribed componential composition, further satisfies prescribed formulae (1) and (2), comprises one or more kinds selected from the group consisting of Cu, Ni and Cr so as to satisfy prescribed formula (3), and the balance iron with inevitable impurities, and has a metallic structure composed of a ferrite single phase structure, and, in the cross section of 10,000 m2 in the rolling direction of the steel, the number of MnS with a major axis exceeding 5 m is 5 pieces, and also, the number of MnS with a major axis of 0.5 to 5 m is 20 to 80 pieces.
