PPROBLEM TO BE SOLVED: To obtain a highly heat conductive composite material capable of improving heat conductivity in an out of plane direction by a simple constitution, and a honeycomb sandwichpanel by using the same as a surface skin material. PSOLUTION: The highly heat conductive composite material 3 using a fabric 1 consisting of a highly heat conductive fiber as a reinforcing material is constituted by exposing a part of the fabric 1 on the surface of the same and also filling voids presenting in a basic material 2 of the highly heat conductive composite material 3 with a highly heat conductive filler-containing resin. The surface skin materials 5, 6 of the honeycomb sandwich panel are formed by the highly heat conductive composite material, and also heat pipes 8 are arranged between each of honeycomb cores 4 of the honeycomb sandwich panel.
