PPROBLEM TO BE SOLVED: To provide a sound absorption/insulation panel refreshing method which imparts see-through performance to an existing sound absorption/ insulation panel. PSOLUTION: The sound absorption/insulation panel 1 is constructed by arranging a sound absorbing material 14 in a hollow space defined by a front plate 12 having a plurality of openings 11 and a rear plate 13 arranged on the rear of the front plate 12. According to the refreshing method, part of the sound absorption/insulation panel 1 is hollowed, and a sound insulation panel 2 formed of a transparent plate 21 and therefore having see-through performance is installed in a hollowed portion 15. The resultant panel has both sound insulation performance and sound absorbing performance by virtue of the sound absorption/insulation panel 1, and allow persons (drivers) to see ambient landscape through the sound insulation panel 2 having the see-through performance. Therefore, the drivers can be refreshed in an area where the sound absorbing performance is regarded important as well as in an area where the see-through performance is regarded important.
