PROBLEM TO BE SOLVED: To transmit data by stably generating a couple of optical signals which cannot be easily assumed by a person wiretapping the data.;SOLUTION: The light of wavelength λ1 is generated with a first light source 8, and the light of different wavelength λ2 is generated with a second light source 9. The one light is modulated with a digital signal originated from noise in a first light modulator 10, and the other light is modulated with an inversion pattern signal inverted in the pattern of the digital signal in a second light modulator 11. A couple of the modulated lights are combined in a wavelength combining filter 15, and the combined light is modulated with the data signal in a third light modulator 16.
