PPROBLEM TO BE SOLVED: To eliminate the reference of a plurality of databases, to eliminate the update processing or the like of the databases and to reduce a retrieval operation cost. PSOLUTION: A server 02 comprises: the database 11 for setting UTF 8 or UTF 16 to data items storing multilingual characters and setting SJIS to data items storing data other than the multilingual characters; a multilingual coding processing part 31 for converting the multilingual characters stored in an input file to the hexadecimal character string of UTF 8 and storing it in the data item not storing the multilingual characters in the database 11; and a multilingual character retrieval processing part 26 composed of an unrequired character deleting function part 21 for deleting unrequired characters from a retrieval condition from a client 01 and generating a retrieval key, a DB retrieval function part 22 for retrieving the database 11 by the retrieval key, an extracted character editing function part 23 for inserting the deleted characters to the extracted information or the like, a decoding function part 24 for decoding the character string after insertion, and a standard output function part 25 for performing output to a browser.
