PROBLEM TO BE SOLVED: To provide a first agent for a hair bleach, a first agent for an oxidation hair dye, and the hair bleach and the oxidation hair dye using the first agents that have excellent storage stability of the products, suppresses the damage of the hair and shows excellent hair feeling after application.;SOLUTION: The first agent for hair bleach or the first agent for the oxidation hair dye comprises (a) polyoxyethylene cured castor oil, (b) polyoxyethylene alkyl ether, and (c) silicones and (d) alkali agent.
