PPROBLEM TO BE SOLVED: To provide a highly reliable electrostatic shielding structure having a simple structure between winding wires or a primary lead wire in a thunder resistance reinforcing type insulation transformer for a low voltage. PSOLUTION: The thunder resistance reinforcing type insulation transformer for a low voltage is formed in such a way that an electrostatic shielding tape 21 is wound around the external surface of an insulation case 10 for covering the entire surface of a ring body 4 in which a primary winding 3 is wound around a ring-like winding iron core 1 via a first insulation body 2 to form an electrostatic shielding structure 20, and a secondary winding wire 30 is wound thereon. The electrostatic shielding tape 21 is obtained by coating an electrostatic shielding layer 23 on one surface of a long insulative tape base material 22, and both end edges of the width direction of the tape base member 22 is formed as a non-electrostatic shielding portion 24 having no electrostatic shielding layer.
