PROBLEM TO BE SOLVED: To solve the problem wherein sensor S around a leak place all start sending a warning to a base station by radio when hydrogen leak occurs in a hydrogen station in which a number of sensors are installed, and hence a line is saturated and the warning is not sent to the base station.;SOLUTION: A node 100 is mutually, wirelessly connected to the base station 200 by an incoming line 301 and an outgoing line 300. The base station 200 detects congestion in the incoming line 301 by a radio RFMA 220, and notifies the node 100 of the congestion in the incoming line 301 by a means for sending to the outgoing line 300. Contrarily, the node 100 controls own transmission operation according to the level of the concentration of hydrogen detected by the hydrogen sensor 140 and the congestion of the line 301 notified from the base station 200, thus preventing the overflow of the line 301 where access is concentrated when hydrogen leaks, in advance.;COPYRIGHT: (C)2006,JPO&NCIPI
