PROBLEM TO BE SOLVED: To easily fit a rotary member into a ring-like sealing member of a mechanism for transmitting a rotary force for starting an internal combustion engine without axial eccentricity.;SOLUTION: The relationship between a distance Da from a start portion Pa1 on a restrained surface of a ring gear 12 to a contact start portion Pa2, and a distance Db from the start portion Pa1 on a restraining surface to the contact point Pb of a second oil sealing member 26 satisfies a formula DaDb. Thereby, the outer periphery 12e of a cylindrical step part 12a comes into contact with the second oil sealing member 26 without causing axial eccentricity, and the ring gear 12 is moved and arranged to a regular position as it is. Accordingly, a sub-sealing rip 26b is not reversed or deformed by the axial eccentricity. This is the same with an outer race supporting plate assembled to the ring gear 12.
