Non-ordinariness scoring processing 215 evaluates the extracted difference from the daily life pattern. Notification destination determination processing 217 determines a terminal as notification destination from among a close relative A terminal 300, a close relative B terminal 301, a hospital A terminal 302 and a hospital B terminal 303 on the basis of the evaluation of the non-ordinariness scoring processing 215. Message edit processing 218 edits the content of the message to be transmitted according to the terminal as the notification destination.
