PROBLEM TO BE SOLVED: To process the signal to be originally processed by managing a terminal number as a whole system without being affected by the exchange of a substrate in a system where a plurality of types of signal input/output substrates in which the number of input/output terminals is different are inserted into/pulled out of a plurality of slots.;SOLUTION: Each of a plurality of types of substrates 21, 31, 41, 61, 71 and 81 is given serial terminal numbers in the order of numbers of slots 11 and 12, and only the terminal numbers of the slots into which substrates of the types are inserted are validated. Information showing the regions of the different terminal numbers in a space where the number of input/output terminals is larger than the whole system corresponding to each type of substrate. The terminal number of such a type of substrate corresponding to the region including the specified terminal number is searched by using the information based on a command to specify an input/output signal by the terminal number in the space.
