PROBLEM TO BE SOLVED: To provide a topsoil outflow preventing mat and a topsoil outflow preventing construction method using the mat with little outflow of topsoil as the topsoil sometimes flows out due to rainwater or shaking in an earthquake in the case of covering the ground overgrown with weeds, or buried waste with a sheet, and further covering the top of it with topsoil.;SOLUTION: This topsoil outflow preventing mat executed being covered with the topsoil, a water flow layer and a porous three-dimensional matrix layer are jointed, and the water flow layer allows the passage of only water, while the porous three-dimensional matrix layer allows the passage of grains with the grain diameter of 0.2 mm or less.
