PROBLEM TO BE SOLVED: To provide a technology capable of accurately decoding a coded signal resulting from time hierarchical coding subjected to an interlace scanning signal by preventing deterioration of quality.;SOLUTION: An entropy decoding section 907 receives inputs of part or all of bit streams, applies entropy decoding to the bit streams to obtain video information, motion information and a coded mode, and outputs decoded video information to an inverse quantization/inverse orthogonal transformation section 108 and the motion information and the coded mode to an inverse MCTF-MbAFF section 909. The inverse MCTF-MbAFF section 909 receives input video information outputted from the inverse quantization/inverse orthogonal transformation section 108 and input motion information and input coded mode outputted from the entropy decoding section 907, and decodes the interlace scanning signal, on the basis of the received information and outputs the decoded signal to the outside of a decoding section 903.;COPYRIGHT: (C)2007,JPO&INPIT
