PPROBLEM TO BE SOLVED: To provide a cement admixture for a cement concrete secondary product that can improve the water reducing ratio of a conventional high performance water reducing agent substantially and is capable of achieving high strength easily, and to provide a cement composition for a cement concrete secondary product using the same. PSOLUTION: The cement admixture for a cement concrete secondary product comprises one or more of high performance water reducing agents of a polyalkylaryl sulfonate-based high performance water reducing agent, a melamine formalin resin sulfonate-based high performance water reducing agent, and an aromatic aminosulfonate-based high performance water reducing agent, and a bicarbonate of sodium or potassium. In addition, the cement admixture preferably comprises one or more of a plaster, an activated silica and a pozzuolana matter. The cement composition for a cement concrete secondary product comprises cement and the above cement admixture.
