PROBLEM TO BE SOLVED: To generate a three-dimensional (3D) form model composed of horizontal planes and vertical planes from a measuring point group on a surface of an object while balancing the number of horizontal planes with deviations of respective points from the horizontal planes.;SOLUTION: A recursive cluster dividing means 102 reads a 3D point group from a 3D point group database 101, layers are generated by an optimal layer generating means 103 and clusters are generated by a cluster generating means 104 repeatedly until a generated cluster becomes a set of points representing a plane. The optimal layer generating means 103 generates a plurality of sets of layers, and a layer set whose evaluation value adding a total sum of deviations in the heights of all the points and the number of layers is minimum is selected out of the plurality of sets of layers. It is determined that the cluster becomes the set of points representing the plane by that only one layer is generated by the optimal layer generating means 103.
