PROBLEM TO BE SOLVED: To provide a method of reducing and converting image by which displayed or printed characters can be made to be clearly and easily readable when entered handwritten character images are reduced and converted, and to provide an image processor and a program for reducing and converting image.;SOLUTION: The coordinate of each pixel of a picture image 11 to be converted is converted into the corresponding coordinate of a converted picture image 15 by means of a coordinate converting section 12. Then a gradation value calculating means 13 calculates the gradation value of each pixel (after reduction and conversion) in the converted picture image 15. A gradation value deciding section 14 compares the gradation value of each pixel in the reduced and converted image calculated by means of the calculating means 13 with a threshold and, when the calculated gradation value is smaller than the threshold, uses the calculated gradation value as the gradation value of each pixel in the reduced and converted image.
