PPROBLEM TO BE SOLVED: To provide an IC card, a portable communication terminal, a charging system, an IC card program and a program which solve the unprofitableness of portable communication carriers, etc., reduce the cost about payments, and suitably manage direct radio communications between communication objects and portable communication terminals to provide a high serviceability. PSOLUTION: An IC card 2A removably mountable in a portable telephone 1A for managing proximity communications between the portable telephone 1A and a refrigerator 3 receives an identification number of the refrigerator 3 and the traffic volume in the proximity communication from the telephone 1A, reads a charging factor corresponding to the identification number from a charging factor table, calculates the communication volume to obtain a charging reference value, and stores the sum thereof.
