PROBLEM TO BE SOLVED: To prevent loss of precision even in long-term prediction in which a time period difference between prediction object time and prediction execution time is large, and to reflect, on the prediction, an abnormal event occurred just before the prediction.;SOLUTION: A method for predicting road link travel time has a representative variation calculation device 11 for calculating a representative variation based on past travel time information, a representative variation storage device 12 for storing the representative variation, and a control means 14 for calculating a predicted value of future road link travel time based on the travel time at the present time and the representative variation. The representative variation calculation device 11 classifies accumulated past travel time information based on a predetermined time attribute, the representative variation storage device 12 stores a difference between the value of the classified travel time information at a time corresponding to the time attribute, and a value of travel time information at the prediction object time, as a representative variation in the corresponding attribute.
