PROBLEM TO BE SOLVED: To provide a context switch communication network, a context switch, and a context based routing method wherein revision of a transmission destination depending on surrounding conditions is carried out by the network without addition of functions to transmission reception terminals.;SOLUTION: A terminal transmits a packet whose destination is an address of the context switch 101. The context switch 101 includes: a layer 2 communication card 200; a packet selection logic section 220; a condition logic section 221; a processing logic section 222; and a context grasping unit 230. The packet selection logic section 220 extracts an object packet being a processing object on the basis of contents of a packet header from the packet received by the layer 2 communication card 200. The condition logic section 221 discriminates conditions on the basis of the surrounding state grasped by the context grasping unit 230. The processing logic section 222 determines a transfer destination address of the object packet on the basis of a result of the discrimination.
