PROBLEM TO BE SOLVED: To highly accurately specify a portion of a failure on a network.;SOLUTION: In a monitoring system for causing a monitoring terminal to perform the life-and-death monitoring of a plurality of terminals to be monitored connected to the communication network, the monitoring terminal allows a packet to cycle for one part or all the plurality of terminals monitored via the communication network on the basis of a previously set order, confirms the presence or absence of a failure of the communication line and the terminals monitored from information acquired from the packet having cycled, generates a packet for cycling in an order opposite to the order when determining that a failure occurs, allows the generated packet to cycle, and compares the packet having cycled with the previously packet to specify a portion having a failure. The terminal to be monitored receives the packet, writes predetermined information into the received packet, and transmits the packet to a predetermined terminal to be monitored on the basis of the order.
